I successfully submitted my renunciation on Friday after a lot of trouble.

I came back for the third time and the person gave a really grumpy look after checking my forms to find them partially incomplete. The forms are in Malay! So we asked if we could pay anyone to help us fill the forms in and his face brightened up a little.

He produced a small slip of paper with driving instructions to this shop. Take note, if you have anything to do with Malaysian immigration and the people there are uncooperative, you WILL need this guy. Let me give you the details :

It's within the cluster of HDB flats opposite the High Commission. This Louis guy specializes in filling up application forms and making sure your forms don't get rejected. I got mine filled up for $25. Expensive, but would you rather come back and queue up just to be turned away again? He actually filled up my particulars on the computer and re-printed the complete forms for me. So all I had to do was to sign.

I returned to the same idiot and shoved him my stack of forms.  His face brightened up and without EVEN checking my forms, he shoved me a queue number to submit them. Heheh…

The next time I'm going back there again is to collect my Letter of Renunciation, then head down to SIR building to take my oath.

Dear all,

Do kindly take note, just in case there are any enquiries about Form K.

As of current, I have taken my oath, and completed all my renunciation at the High Commission.

I am currently waiting for the collection of Form K – Certificate of Renunciation, which will take approximately two years from date of renunciation. My renunciation date is 03/08/07, which means my Form K collection date will be 03/08/09.

Upon collection of Form K, I must submit them (original and a photocopy) personally / send a representative to Citizen Services Centre immediately to complete the entire process.

Just updating for your info, might be useful for those who wish to see how far is the light at the end of tunnel.

I have completed the renunciation on the Malaysian side, and taken the oath at ICA building on 03 AUG 07. ICA sent me a letter in SEP 08, requesting that I submit the official renunciation document (Form K) by AUG 09.

The following are email exchanges for your reference.

My email to ICA

I writing to you with regards to the letter “OATH OF RENUNCIATION, ALLEGIANCE AND LOYALTY (ORAL), Ref No : Minor Oath” which I received on 01 Sep 2008.

According to the letter, the deadline to send the original and photocopy is on 18 AUG 2009.

My renunciation at the High Commission of Malaysia has been completed on 03 AUG 2007. Till date, I have not received my Form K. I have written to High Commission of Malaysian and was advised that the process take approximately two years. Collection date is, hopefully, latest by 03 AUG 2009. Attached is the email from High Commission for your perusal.

As this collection date is dangerously close to the deadline, I would like to request for an extension till any date in DEC 2009, giving sufficient time for resolution if any unfortunate issues should arise with the collection.

Do kindly take my request into consideration.

2. We regret to inform you that your Certificate of Renunciation (Form K) / Birth Certificate are not available for collection as the application are still under process.

3. We are awaiting reply from the Registrar of Citizen in Putrajaya, Malaysia. Be rest assured you will be notified immediately on receipt of the Form K/Birth Certificate. The process will take approximately two years. Please quote your registration number for further enquiries i.e. RN 44 / 08 / 2007.

Reply from ICA

After due consideration, we regret to inform you that we are unable to accede to your request to extend the deadline till Dec 2009. However, should you encounter a delay in the collection of the official renunciation document in early Aug 2009 , please inform us in writing with document from the relevant authorities and we would consider your request.

Just to let you guys know that this process will take years, given that submission of documents now are significantly delayed as compared to when I did it in 2007.

Start of renunciation process : 17 JUL 2007

Oath and complete submission of documents : 03 AUG 2007

End of renunciation process : 18 AUG 2009 (deadline to submit Form K from HCM to ICA)

I do not have good news for you unfortunately. I am getting increasingly frustrated with the whole process.

Two years have passed since the submission of my application. I wrote to them again with regards to my Certificate of Renunciation (Form K) collection.

My document is not ready. I was told that the process will take approximately 2 to 3 years now due to the upsurge in applications, an increase from the initial 2 years which they had mentioned in the previous email dated 01 September 2008.

I am extremely upset with their reply, knowing that I would most probably have to wait for another year.

I have now written to Immigrations & Checkpoints Authority (ICA) requesting for an extended submission deadline.

We regret to inform you that the Certificate of Renunciation (Form K) / Birth Certificate are not available for collection as we are still awaiting reply from the Registrar of Citizen in Putrajaya Malaysia. The process will take approximately 2 to 3 years as there is an upsurge in the application lately. Please bear with us and we will inform you immediately upon receipt of the Form K/Birth Certificate. Any inconvenience cause is much regretted.

Have just received the letter to collect the Certificate of Renunciation (Form K).

Letter from High Commission of Malaysia in Singapore

Please be informed that your application for Renunciation of Malaysian Citizenship has been approved. Kindly come personally at this office at Consular Section within two (2) weeks from the above date between 2:30 p.m. and 3:30 p.m. Monday to Friday to collect your Form K/ Birth Certificate.

Kindly being along this letter of approval and the following documents (Original and TWO clear photocopies each):

  1. Singapore Identity Card (To photocopy front and back of document)
  2. Singapore Passport
  3. Singapore Citizenship Certificate (To copy front and back of document) and
  4. Deed Pool / Baptism (if name has been changed)

The next thing to do is to submit this form to Immigrations & Checkpoints Authority (ICA).

The time taken from the start of renunciation process (17 JUL 2007) till now is 2 years 5 months and 5 days.

You will need to submit a photocopy of, and show your original Certificate Of Renunciation (Form K), when you are at Immigrations & Checkpoints Authority (ICA)’s Citizen’s Services Centre on the 6th floor.

As of today, my renunciation is complete.

The two important dates in this entire process were :

Oath and complete submission of documents : 03 AUG 2007

Submission of Certificate Of Renunciation (Form K) to ICA : 22 DEC 2009

The renunciation process should take approximately 2 and 1/2 years.

  1. They still have one queue to get form and another queue to submit the form. Why don’t they just change this 2-queue system and allow the forms to be obtained online?

    I’m really worry after i read this.

    I’m currently pregnant and i don’t think i can handle the pressure from the queue and the attitude of the stuff.

    If possible please give me every details that you cannot publish online.

    And should I just call this Louis straight away?

    Glad that you posted all these info. I am going to faint after reading this. I have to go down to ICA for all the doc submission on 6Oct08, and I need to go to KL on 20~22th Sept08. I am definitely cannot meet the dateline of 6Oct.

    I have some questions:

    1) Is it the requirement that the form need to be printed instead of handwritten?

    2) Is it very fast to just collect the form?

    3) I am thinking of collect the form these few days and let my father to fill in for me and submit after i come back from KL. DO u think it is possible? Or I must really go through the WTLEE Services? My dad can understand Malay well.

    4)May i know what are the undisclosure info which cant publish online? Can send to my email?

    5) Please let me know if i have missed out any info.

  6. Hi Lynn,

    I may not be able to give you the best (or even correct) answer to all your questions, but I will relate my experience to you, and hopefully you can decide what you want to do next.

    I suggest you inform ICA that you’re not able to make it.

    1) It is not a requirement for printed forms. WTLEE does print out your forms because they have the template.

    2) Yes. At the wall at the end I believe. You can obtain your forms there. Park your car somewhere near those terrace houses without obstructing traffic. Run across, get your pass, go in, get the forms and you’re done.

    3) Sure. If your dad understands Malay well and you have all the required documents, I’m sure they will not reject your application. WTLEE is not a requirement, but ONLY if you’re having problems.

  11. I called WTLee 3 weeks ago. He told me to go to his place straight and the process will take 10 days after submission. I thought I could rely on him to save all my trouble. So I decide to wait until i go to the NEE.

    I’ve just called WTLee this morning again. and this time he told me to go to the high comm to get an appointment date, which will be in November, the earliest! I guess he only found out recently about it.

    Louis info might be outdated. I guess I have be prepared fo trouble.

  12. Hi Jess,

    I would suggest just be prepared. But since you’re paying for a service, he has an obligation to ultimately settle things for you.

    When I first went to his place, there were a few foreigners trying to get the same things done as well. The forms were settled in a short while. On that very same day I met him, in fact two hours later, i submitted my renunciation successfully. Still, I believe he’s experienced enough to know what he’s doing, because he’s doing that everyday.

    As long as submission is successful, the battle is won.

    I got my appointment date yesterday. it’s 28 Nov 08, 2.5 months from now! and the lady asked me to change the appointment date with ICA to 15 Dec 08 (which is my baby’s due date!)

  18. Attention all bros and sisters ! I submitted my renunciation on 2006. I just got my final Cert. of renunciation. However, when I submitted to ICA, they rejected my “Borang K” due to the reason of unclear, untidy and incomplete. They asked me to re-apply the Borang K. Shit ! I thought I no need to see the ‘long face’ anymore but no choice. Worst of all, the “long face” did not even border to help, just asked me go to Putrajaya and re-apply…why ? why? why I cannot apply in Singapore ? They just said my documents had already sent to Putrajaya so only Putrajaya can redo ! My god. go to their home town ? my feeling very bad……will update what’s happening after I come back !

Managed to got them by faxing to my hotel. However, after I completed my documents, I was asked to go to the Interview Room oh no, I should say Interrogation Room. Not convenient to post questions they asked. Just very bad for the next 2 hours. One very important thing to share ! I was told by the officer there actually by right all the forms have to be typed especially those still have bank accounts, EPF and properties in Malaysia. The form K actually acts as a Malaysia IC, it is for you to settle all things in Malaysia. If you read carefully the requirements when you collect the forms, it stated “All forms have to be typed neatly”. “or write” is just added by the Malaysia Embassy staff. Reason is because too many complains. But by making their life easy, the staffs never consider the consequences we face in future. I was regretted never listen to your recomendation that was letting WTLEE Services to handle. I want to save in the end I pay more. Times consume is the worse of all. I heard from officer said that I was the 152th person came to redo for this month. God ! so many rejections. My advice to all, once and for all pay the fees and save the headache. It is no point take the risk. Gd luck

  22. Thanks Mak. I guess the rest should listen to you. The opportunity cost of time is money. I believe you could have put the waiting time to better use to do your own things. Then again, did you manage to redo it successfully?

    On the other hand, there are people who did not pay and managed to go through. I guess it’s a gamble we’ll all have to take.

    Well, they need my Borang W, i can’t find My Borang W also, I don’t even have it how do i produce it?, how to solve it? i called the person from High Commission of Malaysian, they told me i can make a police report in singapore, does that help?

  25. I have almost the same situation as u … My renunciation at the High Commission of Malaysia has been completed on 8 March 2007. After that, I moved house and I didn’t inform high comm that I have changed my address … so I also not sure if they have sent me letter to collect Certificate of Renunciation (Form K) / Birth Certificate.

    I almost forget about the cert … until recently ICA sent me letter to ask for this. Can share how do you send email to high comm, which email add? ( mwspore@singnet.com.sg ? ) How long they reply your email? Thx. … Btw, have you got your cert?

  26. i just realised today that i missed my appointment date that i have been waiting for since mid jul 2009! do i need to get a new appointment date? i really hope not! as that will take another 5-6 mths :(

  29. I have the same issue but worse. It’s been almost 4 years and I have not received any letter although we have repeatedly sent them letters. Not sure who reads it though. My complication is that I have moved house for two years already and have also written to them about it but still no response. Was there any particular person with the specific email address I can write to. I have just gotten another reminder from ICA to submit the cert. Please help. Thank you.

    i also moved house and didn’t receive the letter to collect the form K and birth cert after completed the renunciation at MHC on feb 2009. I called the enquiry line 62350111 to ask the consular to check the status of my Form K. The lady who answered my call is very friendly said that MHC has sent the collection form in 2010 to my old address. She said i can drop by between 2.30-3.30pm to collect the form K and birth cert without the letter. Must bring along 2 copies of S’pore IC, S’pore passport and Citizenship certificate. I was so worried that i can’t get the form K since i have missed their deadline to collect within 3 months.

    So have you collected your Borang K and Birth Cert? Any issues collecting aft 3 months deadlines?

    As I intend to go Canada with hubby for at least a yr in coming June due to hubby’s work. Therefore, may miss MHC letter of notice to collect as I expecting in Aug they will send me to collect. So if I really miss the deadline to collect, am I really can collect from MHC without making a long trip back to KL to collect them.

    I just received the approval letter but they want me to renounce my Malaysian citizenship before the appointment date they given for register my Singapore citizen doc on 04 May 2011.
    1.So is that mean I need to go down to M’sia High Comm before the date?
    2.Do I need to go High Comm to get the form or can just go straigh to look for WTLEE?
    3.How long it take to process the doc?
    4.It’s possible that I can done the submission in the day after WTLEE fill up the form?
    5.How much we need to pay for the process?cos I know that we must bring the exact amount to the counter.
    6.If the process can’t meet my date given by ICA, how?
